In March, strong winds robbed farms of precious topsoil and devastated properties already under pressure from three years of low rainfall. At the time, state Agriculture Minister Jaclyn Symes said the drought could not be declared a natural disaster under formal Disaster Relief and Recovery Funding Arrangements, because soil types across east Gippsland were conducive to wind erosion.
