Two senior forestry experts have told the Royal Commission into National Natural Disaster Arrangements (Bushfire) that if each of the states and territories had put into action effective land management plans, then Australia wouldnt have had the fires that it has experienced.

The devastating bushfires of recent years are largely the result of states and territories not following Commonwealth fire management policy that conforms with United Nations guidelines.
